Assessing a Job Description

Define the purpose of the job.

The key objective of a human resource manager is to help an organization to develop the talents of the human resources available within and to optimize the utilization of the key competencies of the human resources in the organization. This is accomplished through involvement in various activities aimed at ensuring that each is well placed in the organizational context. The human resource manager not only recruits and places people in their respective positions depending on their competencies but also decides their salaries and benefits packages. The role is also associated with legal compliance within the organization. The human resource manager is also contacted in cases involving workplace conditions, employee welfare, as well as occupational health and safety.

Define the major activities or responsibilities of the position.

The activities of the Human Resource Manager commence with the recruitment of personnel to the organization. Where there is a shortage of manpower in a particular department of the organization, the department head informs the human resource manager of the need to recruit new personnel. The human resource manager and his/ her team decide on the best approach to placing job advertisements through various media. Moreover, he or she has to plan effectively to ensure that the recruitment process continues without hitches. Such activities like conducting interviews and evaluating personnel on other skills come to the fore in the process of recruitment. The human resources manager also hires those who possess talents and skills that match the advertised position. Those hired are placed accordingly in relevance to their core competencies. In fact, the objective of the human resources manager in job positioning is to ensure that each of the people within the organization is placed within the areas of their specialization.

In addition to the process of recruitment, hiring and positioning of employees, the human resource manager is also tasked with addressing various human resources issues including complaint and grievance management among workers, delineation of disciplinary measures for the employees, and highlighting the need for corrective measures where necessary. In this regard, the human resources manager also decides staff improvement practices such as training,  analyzes organizational training needs, and then selects the best approaches towards accomplishing those needs. Moreover, the determination of wages, benefits, and bonuses for employees also lies within the mandate of the human resources manager. On the one hand, the HR manager advises the organization on legislative aspects in relation to employee wages. On the other hand, he/she allocates specific wages and benefits to different employees within the organization. The HR manager also advises the organization on other legislative matters that may not necessarily pertain to employee wages. For instance, the organization has to be aware of labor laws and their implications within the jurisdiction of practice. The human resource manager has to obtain this information and to disseminate it across the organization for better wage allocation and employee management in general.

Define the knowledge and other skills required to do the position.

To be a human resource manager, one must possess a minimum of a Bachelor’s degree in Human resources management. In most cases, employers require at least some experience working within the human resources department. Individuals with a Master’s degree in human resources management are better placed with regards to organizational consideration, especially when they also have the minimum requisition of 5 years’ experience. Many human resources professionals are also members of accredited professional associations, which makes it easier for them to be recognized.

Besides the academic qualifications, the human resources manager must have great proficiency in communication since the role played is communicative to a large extent. He/ she must also be an individual with great interpersonal skills, critical approaches to decision-making and effective leadership skills. Remarkably, the ability of the human resources manager to a large extent relies on their ability to execute their functions with professionalism while also maintaining good relationships with employees. The application of strategic human resources management principles comes in handy in most cases, leading to the realization of organizational and individual goals among all the employees.

 Define the working conditions related to the position.

While the human resource manager works normal workday hours like other employees, they have a greater mandate and greater responsibility towards employers and employees alike. More often, they are called upon to put in extra hours over the weekends, as well as during their own free time. For organizations that have different branches under one umbrella, the human resource manager may travel a lot locally as well as internationally depending on their jurisdiction of work.

Job Summary:

The human resources manager will be responsible for optimizing the utilization of all the available human resources within the legal and ethical frameworks ascribed to by the organization. Key roles will include recruitment, positioning, and management of employee issues. He/she will also be responsible for advising the company on legal and other arising factors.

Responsibilities:

·         Maintaining up to date employee records including recruitment documents, leave forms, and any other documents filed by or on behalf of the employees.

·         Maintaining an appropriate work structure by providing clear role descriptions for all employees in all positions.

·         Conducting the organization’s recruitment activities including advert placements, interview planning and facilitation, communication with successful candidates, and placement of employees into role positions that match their skills.

·         Carrying out periodic performance appraisals for employees and monitoring the attendance of the employees.

·         Ensuring the firm complies with labor laws and regulations regarding employee remuneration, benefits, and the work environment in general.

·         The Human Resource Manager will also be responsible for designing employment letters, contracts, and working conditions for the employees.

·         The position of the Human Resource manager also includes negotiating employees’ salaries, benefits, and redundancy packages together with staff and their representatives.

·         Chairing disciplinary committees to address employee issues concerning the business.

Skills and Qualifications:

·         A minimum of bachelor’s degree in Human Resources or any other related fields.

·         At least five-year experience working under the supervision of a human resources manager or seven-year experience in human resources management.

·         Although not a mandatory requirement, professional industry certification may be an additional advantage.

Skills

·         Excellent interpersonal and social skills.

·         Excellent verbal and written communication skills and professional language proficiency.

·         Fluency in Hindi will be considered an added advantage.

·         Strong evidence of practical management and leadership skills.

Working Conditions:

·         Although the work is done within the normal office hours, 8:00 a.m. to 5 p.m. However, effective performance as a human resource manager would require extra hours to enhance responsiveness at work.

·         As the organization is a conglomerate, the incumbent may be required to travel for the position from time to time.

·         The employee will be accorded a conducive work environment with minimum noise as much as possible.

Labor Market Assessment

The United States of America has over 129,810 human resource managers. Most of the human resources managers in the U.S. are employed in California and the manufacturing and enterprise management industries. Currently, the State of California has over 16,000 human resource managers, relative to other states in the country. Among the metropolitan area, New York, Jersey City has the highest percentage of human resources managers in the present days. The annual salaries linked to the occupation also vary from state to state and from industry to industry. As a result, the manufacturing and enterprise management industry employs the highest number of human resource managers and offers the second-highest salary defined by the hourly wages. The average annual income for the human resource manager working in the manufacturing and enterprise development industry and is about $135,000 compared to most other industries which are rated below $100,000. Similarly, New York City has the highest paid human resource managers with over $143,000. The hourly wage for human resource managers ranges from $53 to $179. The maximum rate is paid to those in the cable and other subscription servicing who get an average of $79 per hour and $165,000 annually (Bureau of Labor Statistics, 2017).

Through a review of various job postings, it is evident that most organizations prefer the potential human resources managers to be responsive, communicative, and with strong interpersonal skills. The academic requirements for the position include a minimum of 5-year experience in another company as a human resource manager or 7-year experience in the capacity of the human resource assistant. During the recruitment process, Al-Jabari (2012) asserts that bigger organizations, such as Non-Governmental Organizations (NGOs) and various governmental entities prefer to employ formalized practices for human resources management.
Based on your assessment, if the organization was going to replace you, how would you recommend the work be adjusted or modified given the labor market conditions and possible efficiency gain available?

In most organizations, particularly in the manufacturing industry, the role of the human resource manager is unclear. The HR managers perform roles associated with operational management and administration, which should not be within the mandate of a human resource manager. Changes in the environment can also be instrumental in fine-tuning the roles of the HR manager in the organizational context. For instance, adoption of new approaches to work and elimination of administrative functioning are key aspects in the human resources management industry. Currently, the capacity of HR personnel to engage in transformational activities is limited due to their expansive performance of administrative functions. The human resource manager should be given a great mandate in the performance of his/ her duty in future.

The human resource manager faces a variety of challenges in their operations. Some of these challenges can be addressed effectively to sustain industrial growth while others are within the external business environment and may be difficult to address. Organizational culture, cultural and religious limitations, and employment laws are some of the challenges that human resource managers face across the world today (Ahmad, 2008). The organization can work this out by ensuring that the management supports the HR department in decision-making.
