Q2: Discuss the relationship between the three levels of sustainment: strategic, operational and tactical.  In your opinion, what level of sustainment is the most critical and why?

Answer:  All three levels of sustainment i.e., strategic, operational and tactical require logistical planning.  All are related to each other, battle service support and also affects the armed force sustainability in the war zone.

When arrangements are made for a particular plan or some critical situation, whatever the size of the force supporting is, the support has to go through the logistic system to get the needed sustainment.

Below we will discuss shortly how the three levels of sustainment works and in what ways they are related to each other.

Strategic Level supports the achievement of board objectives established in the policies of national security made by National Command Authority (NCA). The actions focused in strategic level are:

  • Mobilization of industrial base.
  • Support of installation base.
  • Pre-positioning of stock.
  • Maintenance and preparation of the equipment.
  • Medication and hospitalization of personnel.
  • Support taken from the host nation.
  • Establishing the theater basis
  • Collection of resources required.

Operational Level links the strategic level to the tactical level on the battlefield, make sure that the tactical level is successful. Operational level supports the coordinate support of the personnel from the strategic level to meet the requirements of the tactical level.

Operational level focuses:

  • Establishing the communication and keep it maintained.
  • Ensures force involved in operations in the theater is consistent to the commander’s strategic priorities.
  • Allocation and redeployment of army units and soldiers.
  • Coordination, planning, management and supervision of sustainment activities.
  • Ensure to sustain the theatre stock to support the supply system.

Operational commanders at operational level must demonstrate support functions so that the tactical commanders are allowed to focus their attention more towards the tactical-level operations than operational level activities.

Tactical Level includes all functions needed to support the military activities and battle. The commander focuses on giving all the possible support needed by the using force to win the battle in the combat zone. Continuously he assesses operational support inbounded as well as any support from coalition partners or host nation. The soldiers at this level are provided with all possible supply, transportation, and health facilities along with the filed services so that they are permitted to achieve the mission planned. Tactical spontaneity solves the problem only if it is anticipated well at the strategic and operational level.

The three levels of sustainment must relate to each other to create a flawless system of support.

Most Critical Level of Sustainment:

In my opinion the most critical level of sustainment is tactical level as the success of whole planning right from the strategic level depends upon how good this level is accomplished by the units and personnel. The outcome of the mission all depends on how well that level is being utilized by the commander through his force in the battle field. So from my point of view tactical is the most critical level.
